Annex III of the Rotterdam Convention (PIC)

Annex III of the Rotterdam Convention (the PIC List) comprises chemicals (pesticides and industrial chemicals) and severely hazardous pesticide formulations that have been banned or strictly regulated by two or more parties in different regions due to risks to human health or the environment. The core mechanism of this list is the Prior Informed Consent (PIC) procedure. It is not a global ban list but a trade control and information exchange tool designed to promote shared responsibilities in the international trade of hazardous chemicals. It ensures that importing countries can make autonomous decisions on whether to allow imports based on full knowledge of the risks. The list currently includes dozens of pesticides, industrial chemicals, and specific categories of substances.

Exporters, importersdealing with chemicals in Annex III must fulfill the following key obligations such as export notification, import response, labeling and SDS requirements.
