Under Japan's Poisonous and Deleterious Substances Control Act, Poisonous Substances (毒物) are chemical substances with extremely strong toxicity and highly hazardous to human health, representing the most strictly controlled category under the Act—with higher toxicity than Deleterious Substances. Poisonous Substances include cyanide compounds, organophosphorus compounds, and other acutely highly toxic substances. The Act imposes stricter licensing, labeling, recordkeeping, and safety management requirements on their manufacture, import, sale, storage, and use compared to Deleterious Substances.
Compliance Obligations
Manufacturers, importers, and distributors of Poisonous Substances must obtain specific licenses under the Poisonous and Deleterious Substances Control Act, affix prescribed warning labels ('Poisonous Substance for Non-Medical Use' with white background and red text) on containers and packaging, and strictly record and manage deliveries and inventory. Poisonous Substances must not be sold to minors or persons with mental disorders, and storage facilities must meet legally prescribed safety requirements.
