Japan's Poisonous and Deleterious Substances Control Act classifies chemical substances with strong but relatively lower toxicity than Poisonous Substances as Deleterious Substances (劇物), typically including various pesticides and industrial chemicals that pose significant hazards to human health. The Act imposes strict licensing, labeling, and recordkeeping requirements on the manufacture, import, sale, storage, and use of Deleterious Substances to prevent harm to human health or environmental risks.
Compliance Obligations
Manufacturers, importers, and distributors of Deleterious Substances must obtain required licenses under the Poisonous and Deleterious Substances Control Act, affix prescribed warning labels ('Deleterious Substance for Non-Medical Use' with red background and white text) on containers and packaging, and maintain delivery records. Deleterious Substances must not be sold to minors or persons with mental disorders, and must be stored under conditions meeting safety requirements.
