Class II Specified Chemical Substances are the second most strictly controlled category under the CSCL, covering substances that are difficult to degrade, do not meet the threshold for high bioaccumulation, but exhibit chronic toxicity to human health or higher predatory animals. Unlike the outright prohibition on Class I Specified Chemical Substances, the CSCL regulates Class II Specified Chemical Substances through limits on manufacturing/import quantities and technical standards to reduce risks to human health and the environment.
Compliance Obligations
Manufacturers or importers of Class II Specified Chemical Substances must notify the Minister of Economy, Trade and Industry in advance of their planned annual production or import volumes, and must comply with technical standards (including safety requirements for manufacturing, use, and disposal) issued by competent authorities. If actual volumes exceed the reported quantities, additional notification must be submitted accordingly.
Not subject to Class II specified chemical substance compliance obligations.
