Class I Specified Chemical Substances represent the most strictly controlled category under the CSCL, covering substances that are difficult to degrade, highly bioaccumulative, and exhibit long-term toxicity to human health or flora and fauna, or substances subject to control under the Stockholm Convention on POPs. Typical substances include polychlorinated biphenyls (PCBs), organic mercury compounds, and perfluorooctane sulfonic acid (PFOS) and its salts. The CSCL imposes strict prohibition or permission-based controls on their manufacture, import, and use.
Compliance Obligations
Manufacture and import of Class I Specified Chemical Substances are in principle strictly prohibited in Japan. The Minister of Economy, Trade and Industry may grant approval for manufacture or import upon application under exceptional circumstances (e.g., for scientific research). Existing Class I Specified Chemical Substances already present in Japan must be reported, recorded, and properly disposed of as required by competent authorities; violations are subject to severe penalties.
