Monitoring Chemical Substances are a category under the CSCL for substances that are difficult to degrade, exhibit some but not high bioaccumulation, and have or are suspected to have chronic toxicity. The CSCL subjects Monitoring Chemical Substances to ongoing surveillance over their manufacture, import, and use to evaluate whether they should be upgraded to a more strictly controlled category (such as Class I or Class II Specified Chemical Substances). The list is jointly issued by METI, MHLW, and MOE.
Compliance Obligations
Manufacturers or importers of Monitoring Chemical Substances must report annual production volumes, import volumes, and primary uses to METI under the CSCL to support continuous risk monitoring and assessment by competent authorities. Authorities may require manufacturers or importers to submit hazard data to inform decisions on whether further upgrading of the regulatory category is necessary.
