CSCL-Existing Chemical Substances

The Existing Chemical Substances Inventory under Japan's CSCL was established upon the enactment of the law in 1974, covering approximately 20,000 chemical substances already in circulation in Japan prior to implementation, and is maintained by METI. The inventory serves as the foundational reference for determining whether a substance qualifies as an 'existing chemical substance' in Japan. Substances on the list may generally be lawfully manufactured and imported in Japan subject to applicable CSCL management obligations. New chemical substances not on the list must complete the notification and review process under the CSCL before manufacture or import.

Substances listed in the Existing Chemical Substances Inventory may be lawfully manufactured or imported in Japan. Manufacturers or importers must submit volume reports to METI if annual production or import reaches 1 tonne or more. New chemical substances not on the list must be notified to and reviewed by the three ministries (METI, MHLW, and MOE) prior to manufacture or import.

As the list contains substance groups, you are recommended to contact REACH24H for  further confirmation. If the substance is verified as not in this list, it is subject to notification obligation under CSCL.
