CSCL-Newly Announced Chemical Substances (notified on and after April 1, 2011)

The Newly Listed Existing Chemical Substances Inventory under Japan's Chemical Substances Control Law (CSCL) covers substances that have completed the CSCL review process and been officially notified, divided into two historical periods: (1) Substances notified on or before March 31, 2011: reviewed under the previous CSCL and published in the METI Official Gazette, considered lawfully cleared substances that may be freely manufactured or imported in Japan; (2) Substances notified on or after April 1, 2011: reviewed under the revised 2011 CSCL, subject to the updated regulatory framework and volume reporting obligations. Both categories have passed screening evaluations for ecotoxicological properties (persistence, bioaccumulation) and toxicity, and serve as an important reference for determining whether a substance qualifies as an 'existing chemical substance' under the CSCL.

Substances notified on or before March 31, 2011 may be lawfully manufactured or imported in Japan without additional priority assessment reporting obligations; substances notified on or after April 1, 2011 may also be lawfully manufactured or imported, but manufacturers or importers must submit annual volume reports to METI (covering production volumes, import volumes, and primary uses) under the CSCL. Regardless of notification date, routine volume reporting to METI is required when annual production or import volumes reach 1 tonne or more.
