CSCL-Priority Assessment Chemical Substances

The Priority Assessment Chemical Substances (PACS) category was introduced under the revised Chemical Substances Control Law (CSCL) of Japan in 2011. PACS are existing chemical substances identified through preliminary risk assessments (exposure and hazard assessments) as requiring priority detailed risk evaluation. The PACS list is jointly published and maintained by the Ministry of Economy, Trade and Industry (METI), the Ministry of Health, Labour and Welfare (MHLW), and the Ministry of the Environment (MOE), and serves as a core tool for risk-based chemical management under the CSCL.

Manufacturers or importers of Priority Assessment Chemical Substances (PACS) are required under the CSCL to report annual production volumes, import volumes, and primary uses to the three competent ministries (METI, MHLW, and MOE) to support detailed risk assessments. Competent authorities may determine based on assessment results whether to upgrade the regulatory status of a substance or cancel its PACS designation.
