According to Article 3 of the Regulations of the People's Republic of China on the Administration of Monitored Chemicals, monitored chemicals are classified into four categories:
Schedule I: Chemicals that can be used as chemical weapons;
Schedule II: Chemicals that can be used as precursors for the production of chemical weapons;
Schedule III: Chemicals that can be used as primary raw materials for the production of chemical weapons;
Schedule IV: Specific organic chemicals other than explosives and pure hydrocarbons.
To fulfill obligations under the Chemical Weapons Convention, China strictly regulates the production, operation, use, and import/export of monitored chemicals.
This list includes Schedule I monitored chemicals listed in the Inventory of Monitored Chemicals by Category.
Compliance Obligations
Chemicals in the List of Monitored Chemicals (Schedule 1) shall comply with relevant obligations regarding their production, use, import, and export:
- Strictly control the production of Schedule I monitored chemicals. Production of Schedule I monitored chemicals for scientific research, medical treatment, pharmaceutical manufacturing, or protective purposes shall be reported to the Ministry of Industry and Information Technology for approval and conducted only in nationally designated small-scale facilities. Production of Schedule I monitored chemicals in non-designated facilities is strictly prohibited.
- For the use of Schedule I controlled chemicals in scientific research, medical treatment, drug manufacturing, or protective purposes, an application must be submitted to the Ministry of Industry and Information Technology. Upon review and approval, the applicant shall enter into a contract with a state-designated production unit based on the approval document and submit a copy of the contract to the Ministry of Industry and Information Technology for filing.
- Strictly control the import and export of Schedule I controlled chemicals. The import of Schedule I controlled chemicals is prohibited unless for scientific research, medical treatment, drug manufacturing, or protective purposes.
