List of Monitored Chemicals (Schedule 2)
Schedule I: Chemicals that can be used as chemical weapons;
Schedule II: Chemicals that can be used as precursors for the production of chemical weapons;
Schedule III: Chemicals that can be used as primary raw materials for the production of chemical weapons;
Schedule IV: Specific organic chemicals other than explosives and pure hydrocarbons.
To fulfill obligations under the Chemical Weapons Convention, China strictly regulates the production, operation, use, and import/export of monitored chemicals.
This list includes Schedule II monitored chemicals listed in the Inventory of Monitored Chemicals by Category.
- Production of Schedule II controlled chemicals requires special authorization from the Ministry of Industry and Information Technology.
- To use Schedule II monitored chemicals, an application must be submitted to the competent department of industry and information technology of the provincial, autonomous regional, or municipal people's government where the entity is located. After review and approval, the entity must enter into a contract with a state-designated distributor based on the approval document and submit a copy of the contract to the competent department of industry and information technology of the provincial, autonomous regional, or municipal people's government for record-keeping.
- Importing or exporting Schedule II monitored chemicals, their production technologies, or specialized equipment must be conducted through designated national agencies. No other entities or individuals may engage in such import/export activities.
