List of Monitored Chemicals (Schedule 4)
Schedule I: Chemicals that can be used as chemical weapons;
Schedule II: Chemicals that can be used as precursors for the production of chemical weapons;
Schedule III: Chemicals that can be used as primary raw materials for the production of chemical weapons;
Schedule IV: Specific organic chemicals other than explosives and pure hydrocarbons.
To fulfill obligations under the Chemical Weapons Convention, China strictly regulates the production, operation, use, and import/export of monitored chemicals.
Schedule IV monitored chemicals refer to any organic chemical belonging to the class of compounds identified by their chemical name, structural formula, and CAS number, comprising all carbides other than carbon oxides, sulfides, and metal carbonates. Oligomers, polymers, and chemicals containing only carbon and metals are excluded from Schedule IV monitored chemicals. However, monomers of polymers are included. Inorganic chemicals containing phosphorus, sulfur, or fluorine but no carbon (e.g., sulfuric acid) are excluded from Category IV monitored chemicals.
This list includes 8,939 Schedule IV monitored chemicals from the Partial List of Schedule IV Monitored Chemicals (2019 Edition) to facilitate identification by chemical enterprises and authorities responsible for implementing the Chemical Weapons Convention at all levels.
Note: Schedule IV monitored chemicals encompass a broad range and numerous varieties. This list includes common but not all Schedule IV monitored chemicals.
