According to Article 2 of the Regulations on the Administration of Precursor Chemicals, precursor chemicals are classified into three categories. Category I comprises primary raw materials that can be used for drug manufacture, while Categories II and III include chemical agents that can be used for drug manufacture. The State implements a classification management and licensing system for the production, operation, purchase, transportation, import, and export of precursor chemicals.
This catalogue includes 5 Category II precursor chemicals listed in the 2019 Classification and Variety Catalog of Precursor Chemicals, along with 17 additional Category II precursor chemicals subsequently supplemented through joint announcements issued by six departments under the State Council.
Compliance Obligations
Chemicals listed in the Catalogue of Precursor Chemicals (Category II) shall comply with corresponding obligations for production, operation, purchase, transportation, and import/export:
- Manufacturers of Category II precursor chemicals shall file details such as the types and quantities produced with the local emergency management department within 30 days of production commencement.
- Businesses handling Category II precursor chemicals must file details including the types, quantities, and primary distribution channels of the chemicals handled with the municipal-level emergency management department within 30 days of commencing operations.
- Purchasers of Category II precursor chemicals must file details including the types and quantities to be purchased with the county-level public security organ at the place of purchase prior to making the purchase.
- Transportation of Category II precursor chemicals requires approval from the county-level public security organ of the originating locality. Transportation may only proceed after obtaining a precursor chemical transportation permit through this approval process.
- Applications for importing or exporting Category II precursor chemicals must be submitted to the Ministry of Commerce for import or export licenses.
