According to Article 2 of the Regulations on the Administration of Precursor Chemicals, precursor chemicals are classified into three categories. Category I comprises primary raw materials that can be used for drug manufacture, while Categories II and III include chemical agents that can be used for drug manufacture. The State implements a classification management and licensing system for the production, operation, purchase, transportation, import, and export of precursor chemicals.
This catalogue includes 6 Category III precursor chemicals listed in the 2019 Classification and Variety Catalog of Precursor Chemicals, along with 2 additional Category III precursor chemicals subsequently supplemented through joint announcements issued by six departments under the State Council.
Compliance Obligations
Chemicals listed in the Catalogue of Precursor Chemicals (Category Ⅲ) shall comply with corresponding obligations for production, operation, purchase, transportation, and import/export:
- Manufacturers of Category III precursor chemicals shall file details such as the types and quantities produced with the local emergency management department within 30 days of production commencement.
- Businesses handling Category III precursor chemicals must file with the local emergency management department within 30 days of commencing operations, reporting the types, quantities, and primary distribution channels of the chemicals handled.
- Purchasers of Category III precursor chemicals must file with the county-level public security organ of the local people's government prior to purchase, specifying the types and quantities required. Individuals purchasing small quantities of potassium permanganate for personal use are exempt from filing.
- Transportation of Category III Precursor Chemicals shall be filed with the county-level public security organ at the place of origin prior to transport.
- Applications for importing or exporting Category III Precursor Chemicals shall be submitted to the Ministry of Commerce for import or export licenses.
