List of Toxic and Hazardous Air Pollutants

The List of Toxic and Hazardous Air Pollutants was complied and released in accordance with Article 78 of the Air Pollution Prevention and Control Law of the People's Republic of China, based on the level of harm and impact on public health and the ecological environment. It aims to enhance the scientific rigor and timeliness of atmospheric early warnings and governance decisions, thereby improving the economic and social benefits of environmental management.
Following the principle of monitorable and controllable, and building upon the 22 chemicals listed in the Inventory of Priority Controlled Chemicals (First Batch), 11 toxic and hazardous air pollutants were selected for inclusion in the List of Toxic and Hazardous Air Pollutants. These 11 chemicals have national emission standards and monitoring methods, and their emissions from stationary sources can be effectively controlled. The List includes 6 volatile organic compounds (VOCs), 5 heavy metals and metalloids and their compounds.

Enterprises and institutions that discharge toxic and hazardous air pollutants listed in the List shall establish environmental risk early warning systems in accordance with relevant national regulations. They shall conduct regular monitoring of discharge outlets and surrounding environments, assess environmental risks, identify environmental safety hazards, and implement effective measures to prevent environmental risks.
