The Inventory of Priority Controlled Chemicals focuses on identifying chemicals that require priority environmental risk management to achieve two primary objectives: 1) to serve as a driving force, providing foundational support for environmental risk management of toxic and hazardous pollutants in water, air, and soil; 2) to promote public and corporate awareness of the environmental and health hazards associated with the chemicals they produce and use, thereby enhancing the level of chemical environmental risk management. 
The second batch of the Inventory includes 18 chemicals, such as benzene and o-toluidine (both confirmed human carcinogens), perfluorooctanoic acid (PFOA), dioxins, etc..
Compliance Obligations
Chemicals listed in the Inventory of Priority Controlled Chemicals shall implement one or more of the following risk management measures, based on relevant policies and regulations and considering economic and technical feasibility, to minimize the significant impacts of their production and use on human health and the environment, targeting the key stages where environmental and health risks arise:
- Implement environmental risk management by legally incorporating them into lists such as the List of Toxic and Hazardouds Air/Water Pollutants List and the List of Toxic and Hazardous Soil Pollutants Subject to Priority Control.
- Implement clean production audits and information disclosure in accordance with the law.
- Enforce restrictions on the use of corresponding chemicals or encourage substitution measures based on relevant national mandatory standards and the Catalogue of Substitutes for Toxic and Harmful Raw Materials (Products) Encouraged by the State.
