The Inventory of Explosive Precursor Chemicals, issued by the Ministry of Public Security on May 11, 2017, is a key measure to implement Article 23 of the Regulations on the Safety Management of Hazardous Chemicals and further strengthen the management of explosive-prone hazardous chemicals.
The Inventory encompasses 9 major categories, including 74 hazardous substances that can be used to manufacture explosives. For inorganic salts, entries include both anhydrous and hydrated compounds unless otherwise specified. Entries for mixtures without specified content refer to industrial products or chemicals with purity exceeding industrial standards.
Compliance Obligations
Explosive precursor chemicals listed in the Inventory shall comply with relevant obligations for hazardous chemicals. Additionally, entities engaged in their production, operation, storage, use, transportation, or disposal must fulfill the following compliance requirements (including but not limited to):
1. Establish an information system for explosive precursor chemicals and ensure interoperability with public security authorities' information systems.
2. Enterprises holding valid hazardous chemical production safety permits, hazardous chemical safe use permits, or hazardous chemical operation permits may purchase explosive precursor chemicals using the corresponding permits. Civil explosive manufacturers may purchase such chemicals using their civil explosive production permits.
3. Implement electronic tracking identification management for explosive precursor chemicals. Scanning the electronic tracking identification must display the specific type, quantity, and flow information of the corresponding explosive precursor chemicals, thereby monitoring and recording their flow direction and volume.
4. After completing the required non-commercial internet information service filing procedures, enterprises may publish information about explosive precursor chemicals on their official websites. The internet information service filing number must be prominently displayed on the homepage for public inquiry.
