Inventory of Hazardous Chemicals

The "Catalog of Hazardous Chemicals" is an essential foundational document for implementing the "Regulations on Safety Administration of Hazardous Chemicals." It serves as a critical basis for enterprises to fulfill their primary responsibility for hazardous chemical safety management and for relevant departments to carry out supervision and management. In accordance with the provisions of the Regulations, in February 2015, the State Administration of Work Safety (now the Ministry of Emergency Management) worked with the industrial and information technology, public security, environmental protection, health, quality inspection, transportation, railway, civil aviation, and agricultural departments under the State Council to develop the "Catalog (2015 Edition)," which was implemented starting May 1, 2015. The "List of Hazardous Chemicals" (2002 Edition) and the "List of Highly Toxic Chemicals" (2002 Edition) were simultaneously abolished.
This catalog contains a total of 2,828 chemicals. Based on the series of national standards regarding chemical classification and labeling, 81 categories with higher risks were selected from 95 hazardous categories across 28 classes as the criteria for identifying hazardous chemicals. Additionally, ten generic entries from the "List of Hazardous Chemicals" (2002 Edition) were consolidated into one generic entry numbered "2828" (synthetic resins, paints, auxiliary materials, coatings, and similar products containing flammable solvents [closed-cup flash point ≤ 60°C]). Any chemicals meeting the criteria are considered hazardous chemicals.Through the combined application of catalog management, registration, and identification/classification systems, comprehensive safety management of hazardous chemicals is expected to be achieved.
On November 7, 2022, ten ministries and commissions issued an announcement revising the "Catalog of Hazardous Chemicals (2015 Edition)," changing "1674 Diesel [closed-cup flash point ≤ 60°C]" to "1674 Diesel." This means that all diesel fuels are now included in the "Catalog of Hazardous Chemicals," without distinguishing flash point. The production, operation, and use of diesel must comply with the administrative licensing requirements for hazardous chemicals, such as production licenses, operation licenses, and usage licenses (except for fuel purposes).
On April 16, 2026, China's Ministry of Emergency Management (MEM), in conjunction with nine other national regulatory authorities, jointly published Announcement No. 3 of 2026, officially adding five chemicals to the Catalog.

Chemicals listed in the Catalog shall be subject to hazardous substance registration before their manufacture and import, and their manufacture, business operation and use shall be subject to specfic licensing requirements in accordance with national laws and regulations.

Not listed in the Catalog do not necessarily fail to meet the criteria for hazardous chemicals set in the Catalog. For mixtures and hazardous chemicals not listed in the catalog, a registration system and identification and classification system are implemented. They should be identified and classified according to the "Administrative Measures for Identification and Classification of Chemical Physical Hazards" and other relevant regulations. If identified as hazardous chemicals meeting the criteria specified in the catalog, they must be registered according to the "Administrative Measures for Registration of Hazardous Chemicals" to identify their hazards at the source and ensure safe usage.
