Catalogue of Hazardous Chemicals subject to Special Regulation

The Catalogue of Hazardous Chemicals subject to Special Regulation was jointly issued by the Ministry of Emergency Management, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the Ministry of Transport on May 30, 2020. It aims to strengthen the full-lifecycle management of hazardous chemicals, enhance safety risk prevention and control, and effectively prevent and curb major and particularly serious accidents. This initiative implements the Comprehensive Plan for Hazardous Chemicals Safety Governance.
The Catalogue includes 20 hazardous chemicals requiring special control due to their inherent high risk, significant safety hazards in accidents, severe consequences of accidents, and large circulation volume. Among them are 4 explosive chemicals, 6 toxic chemicals (including toxic gases, volatile toxic liquids, and highly toxic solid chemicals), 5 flammable gases, and 5 flammable liquids.

Hazardous chemicals in the Catalogue must comply with the following control measures:
(1) Establish an information platform for full lifecycle information traceability control.
(2) Research and standardize packaging management.
(3) Enforce strict safety production access.
(4) Strengthen transportation management.
(5) Implement fixed storage management.
(6) Other requirements (e.g., transportation must comply with requirements set by relevant authorities; if other laws and regulations specify controls, those controls shall apply).
Note: Reagent products essential for scientific experiments are temporarily excluded from this catalog's management. However, relevant entities may implement enhanced management measures based on the actual circumstances of talent cultivation and scientific research, as well as associated risks.
