List of Hazardous Chemicals Prohibited from Inland Waterway Transport in Bulk
Pursuant to Article 51, Paragraph 2 of the Yangtze River Protection Law of the People's Republic of China and Article 54 of the Regulations on the Safety Management of Hazardous Chemicals, the transportation of highly toxic chemicals and other hazardous chemicals prohibited by national regulations from being transported via inland waterways is prohibited on the Yangtze River basin and through enclosed inland water areas. In other inland water areas, the transportation of highly toxic chemicals and other hazardous chemicals prohibited by national regulations from being transported via inland waterways is also prohibited. The scope of highly toxic chemicals and other hazardous chemicals prohibited from inland waterway transport shall be defined and published by the Ministry of Transport and three other ministries based on four factors: the hazardous properties of the chemicals, the severity of harm to human health and aquatic environments, and the difficulty of mitigating harmful consequences.
The current version of this list is the 2019 edition, which lists 85 hazardous chemicals subject to prohibition on inland waterway transportation in bulk. It provides corresponding details including the specific serial number, chemical name, alternative names, UN number, proper Chinese shipping name, and CAS number for each hazardous chemical.
