The Inventory of Highly Toxic Chemicals was revised and integrated into the Catalogue of Hazardous Chemicals (2015) in February 2015, ceasing to exist as a separate list. Its previous 2002 version has been abolished. This Inventory currently includes only 148 chemicals listed in the Catalogue of Hazardous Chemicals (2015) and marked as “highly toxic” in the remarks column.
The definition and determination criteria for highly toxic chemicals are as follows:
Chemicals posing severe acute toxicity hazards, including synthetic chemicals and their mixtures, natural toxins, and chemicals with acute toxicity that readily cause public safety hazards.
The determination criterion for severe acute toxicity is whether the substance falls under Acute Toxicity Category 1 within the hazard classification, meeting any of the following conditions:
In rat studies: Oral LD50 ≤ 5 mg/kg Dermal LD50 ≤ 50 mg/kg Inhalation (4h) LC50 ≤ 100 ml/m³ (gas) or 0.5 mg/L (vapor) or 0.05 mg/L (dust/mist). Dermal LD50 data may also be derived from rabbit studies.
Compliance Obligations
Substances listed in the Inventory, in addition to complying with relevant obligations as hazardous chemicals, require certain permits or authorization for their purchase or road transportation in accordance with the Administrative Measures for the Purchase and Road Transportation Permits of Highly Toxic Chemicals, specifically:
Permit for Purchase of Highly Toxic Chemicals
Authorization for Purchase of Highly Toxic Chemicals Permit for Road Transport of Highly Toxic Chemicals.
No entity or individual may purchase or transport highly toxic chemicals by road without obtaining the aforementioned permits.
Not subject to management requirements for hyper toxic chemicals.
