List of New Pollutants for Priority Management

The List of New Pollutants for Priority Management (2023) was reviewed and approved at the fifth executive meeting of the Ministry of Ecology and Environment in 2022, issued on December 29, 2022, and took effect on March 1, 2023. The List aims to precisely identify and regulate toxic and hazardous chemicals characterized by biological toxicity, environmental persistence, and bioaccumulation, serving as a core measure to implement the Action Plan for New Pollutant Treatment.
The List establishes full-lifecycle environmental risk management requirements for listed substances, including prohibitions, restrictions, or strict controls on their production, processing, use, and import/export.
The first batch of this list encompasses 14 categories of new pollutants, primarily including:
- Perfluoroalkyl/Polyfluoroalkyl Substances (PFAS): Such as perfluorooctanoic acid (PFOA), perfluorooctanesulfonic acid (PFOS), and their salts, which draw significant attention due to their “forever chemicals” properties.
- Persistent Organic Pollutants (POPs): Such as Dechlorane Plus and specific polybrominated diphenyl ethers (PBDEs).
- Environmental endocrine disruptors: Nonylphenol.
- Antibiotics of high concern both domestically and internationally.

New pollutants in the List shall be subject to environmental risk control measures such as prohibition, restriction, or emission limits in their production, import, export, processing, and use, in accordance with the relevant provisions specified in the List.
Note: Processing and use refers to production and business activities involving the use of chemical substances, excluding activities such as trade, storage, transportation, and the use of articles containing chemical substances.
Furthermore, chemical substances used for laboratory-scale research or as reference standards are exempt from the aforementioned prohibitions or restrictions on production, processing and use, or import and export.
Unless otherwise specified, chemical substances present as unintentional trace contaminants in products and articles are not subject to the List.
