The List of CMR Substances Subject to Registration under K-REACH by 2021 includes 364 CMR (carcinogenic, mutagenic, or reprotoxic) substances announced on December 28, 2018. Where hydrates exist for such substances, the hydrates are also classified as CMR substances. On January 1, 2019, the K-REACH amendment formally implemented the pre-registration system for existing chemical substances, similar to EU REACH. The announcement stipulated that manufacturers or importers of CMR substances over 1 t/y shall complete the pre-registration by June 30, 2019, to qualify for a phase-in grace period (ending December 31, 2021). This means pre-registered CMR substances must complete the formal registration by December 31, 2021. Starting from 2022, the production or import of CMR substances (≥ 1 t/y) in South Korea requires prior completion of existing chemical registration (without pre-registration or a grace period).
Compliance Obligations
Substances in the List, if the annual production or import exceeds 1 t/y, require exisitng chemical registration under K-REACH before the manufacture or import. The phase-in grace period for pre-registed CMR substances in the List had expired on December 31, 2021.
