List of Priority Existing Chemicals Subject to Registration under K-REACH

The 510 priority existing chemicals (PECs) were officially published by an official announcement on 1 July 2015. If the PECs exist in hydrates, their hydrates are also considered PECs. According to the published announcement, companies manufacturing or importing the PECs have three years to complete the chemical registration due by 30 Jun 2018. 
On 1 January 2019, K-REACH implemented a pre-registration system for existing chemical substances, similar to the EU REACH. However, these 510 PECs do not qualify for pre-registration and are not eligible for obtaining pahse-in grace period. If a PEC is to be manufactuered or imported  ≥ 1 t/y, full registration must be completed before the manufacture or import into South Korea.
Compliance Obligations
Substances in this list are regulated as exsiting chemical substances under K-REACH. If an exsiting chemical substance is to be manufactuered or imported ≥ 1 t/y, the existing chemical registration is required.
Not listed in this list and confirmed not exsiting chemical substances shall be regualted as new chemical substances under K-REACH. If a new chemical substance is to be manufactuered or imported ≥ 1 t/y, the new chemical registration is required. If a new chemical substance is to be manufactuered or imported < 1 t/y, the new chemical nitification is required. 
Note: Chemical substances falling under any of the following are exempted from the K-REACH chemical registration, provided an application for regisration exemption be submitted:
•  Chemical substances imported/manufactured for export-only use, including substances imported/manufactured to make export-only products
•  Chemical reagents
•  Surface-treated substances
•  Non-isolated intermediates or on-site isolated intermediates that can be technically blocked from leakage or exposure
•  Polymers of low concern (PLC)
•  Substances for R&D use (Development of chemical substances or their products; Improvement or development of processes; Testing of chemical applications; or
Trial production or pilot manufacturing of products)
