The List of Chemical Substances Subject to Priority Management under K-REACH was first published on December 28, 2018, and revised by public notice on April 27, 2022, increasing the total number of substances on the list from 672 to 699. The List was revised again on July 21, 2025. While the total number of substances remained unchanged (699), the chemical names or substance type notes (e.g., CMR, STOT, PBT) for some listed substances were modified.
Under K-REACH, “Priority Management Substances” refer to substances that fall under any of the following categories, pose hazards, and have been designated and announced after deliberation:
1. Substances that may cause cancer, mutations, reproductive abnormalities, or endocrine disruption in humans or animals, or pose such risks.
2. Substances with high bioaccumulation in humans, animals, or plants and long-term persistence in the environment.
3. Substances that may cause damage to organs such as the lungs, liver, or kidneys upon human exposure.
4. Substances posing hazards to humans or animals equivalent to or exceeding those of the above three categories.
Compliance Obligations
If a product contains substances in the List of Chemical Substances Subject to Priority Management under K-REACH and meets both of the following conditions, the company must declare the product prior to production or import:
- The content of each priority management substance in the product exceeds 0.1%.
- The total annual quantity of all priority management substances in the product exceeds 1 ton.
Note: If the contained priority management substances have already been registered under K-REACH, the above product declaration requirement is exempted.
