Existing Chemicals Subject to Registration under K-REACH(without PEC)

The Act on Registration and Evaluation, etc. of Chemicals (K-REACH) requires that existing chemical substance manufactured or imported at ≥1 ton per year (1 t/y) shall be registered before being placed on the Korean market. To be eligible for the phase-in regisration grace period, exisitng chemical substances (excluding 510 PECs) shall be pre-registered before 30 June 2019. The deadlines for phase-in grace periods are set based on tonnage band, as below:
- Over 1000 t/y; or designated CMRs (≥ 1t/y): December 31, 2021 (Expired)
- 100-1000 t/y: December 31, 2024 (Expired)
- 10-100 t/y: December 31, 2027
- 1-10 t/y: December 31, 2030
This list (excluding 510 PECs) includes:
1) Existing chemical substances domestically circulated in Korea prior to Feb 2, 1991; and 
2) Existing chemical substances published after hazard evaluation under TCCA after Feb 2, 1991.
Compliance Obligations
Substances in this list are regulated as exsiting chemical substances under K-REACH. If an exsiting chemical substance is to be manufactuered or imported ≥ 1 t/y, the existing chemical registration is required. For those existing chemical substances that have completed pre-registration before 30 June 2019 and obtained phase-in grace period, they shall complete the full registation within the corresponding deadline.
Substances that are not in this list and confirmed not any of the 510 PECs shall be regualted as new chemical substances under K-REACH. If a new chemical substance is to be manufactuered or imported ≥ 1 t/y, the new chemical registration is required. If a new chemical substance is to be manufactuered or imported < 1 t/y, the new chemical nitification is required. 
Note: Chemical substances falling under any of the following are exempted from the K-REACH chemical registration, provided an application for regisration exemption be submitted:
•  Chemical substances imported/manufactured for export-only use, including substances imported/manufactured to make export-only products
•  Chemical reagents
•  Surface-treated substances
•  Non-isolated intermediates or on-site isolated intermediates that can be technically blocked from leakage or exposure
•  Polymers of low concern (PLC)
•  Substances for R&D use (Development of chemical substances or their products; Improvement or development of processes; Testing of chemical applications; or
Trial production or pilot manufacturing of products)
New substances with annual manufacturing and import volume < 0.1 tons  need to be declared before import and export;
New substances manufactured and imported≥ 0.1 tons per year need to be registered before import and export.
