List of Priority Management Chemicals under OSHA

Priority management chemicals in Taiwan are defined by Article 2 of the Regulations for Governing Designating and Handling of Priority Management Chemicals, a subordinate regulation of the Occupational Safety and Health Act (OSHA). These chemicals include the following three categories:
(1) Chemicals hazardous to person under the age of 18, or pregnant women, or female employees within their first postpartum year：13 types of 96 chemicals, including mixtures that contain more than 1% of the chemical by weight;
(2) Chemicals classified as CMR or those causing chronic or local effects (i.e., CMR, Cat 1&2; Respiratory sensitization, Cat 1; Serious eye damage/eye irritation, Cat 1; and Specific target organ systemic toxicity-repeated exposure, Cat 1): 889 chemicals, if meeting the 1% concentration limit and the annual aggregate quantity of any operating activity specified in Appendix 2 of the Regulations; and
(3) Chemicals with physical hazards or acute health hazards: 163 chemicals, if meeting the determination criteria stipulated in Article 6 and Appendix 3 of the Regulations.

Handlers of priority management chemicals (manufacturers, importers, suppliers, or employers) must report relevant handling information through the Permit and Report of Chemicals (PRoChem) platform within 30 days from the first occurrence of the activity. After the initial reporting, regular reporting is required. For categories (1) and (2) priority management chemicals, annual reporting is required between April and September each year starting the year after the initial reporting. For category (3) priority management chemicals, semiannual reporting is required in January and July of each year.

The following items are not subject to the "Regulations for the Designation and Operational Management of Priority Chemicals":
1. Industrial waste.
2. Tobacco or tobacco products.
3. Food, beverages, medicines, and cosmetics.
4. Manufactured goods.
5. General consumer goods for non-industrial purposes.
6. Fire extinguishers.
7. Intermediates undergoing chemical reactions in reaction tanks or processes.
8. Other items designated and announced by the central competent authority.
