Chemical Substance Inventory (TCSI) in China's Taiwan

To enhance the management mechanism for chemical substances at their source and implement a chemical registration system in Taiwan, the Ministry of Labor (MoL) established an initial inventory of existing chemical substances. Following several rounds of substance nominations conducted by the MoL, along with a supplementation program by the Environmental Protection Administration (now the Ministry of Environment) that allowed for the inclusion of chemicals manufactured or imported into the Taiwanese market before December 11, 2014, a comprehensive Existing Chemical Substance Inventory (TCSI) was created in 2015. This inventory currently includes over 100,000 chemical substances.

Chemical substances listed on the TCSI are classified as existing chemical substances. Any existing chemicals manufactured or imported in quantities exceeding 0.1 ton per year are required to undergo Phase 1 existing chemical registration. If a substance is further designated as a priority existing chemical substance subject to standard registration (PEC substances), it must then comply with Phase 2 standard registration requirements.

Not listed on the TCSI are considered new chemical substances. Registration for new chemicals must be based on their properties, usage information, and tonnage bands. There are three registration types: standard registration, simplified registration, and small quantity registration. New chemical substances that complete standard registration or low-concern polymers that complete small quantity registration will be added to the TCSI after five years.
