The National Inventory of Chemical Substances of Russia(Draft) is currently in draft status. This list serves as the basis for the implementation of the Chemical Safety Technical Regulations TR EAEU 041/2017 (Eurasia REACH) by the Eurasian Economic Union (Russia, Kazakhstan, Belarus, Kyrgyzstan, and Armenia). It is also the basis for Russia to potentially implement its own TR regulations. Once Eurasia REACH or Russia REACH is implemented, all substances not included in this list will be regarded as new substances. Although the other four member states are also collecting their own lists of existing substances, the Russian list is currently the most complete and the most important component of the future EAEU list. Currently, it contains 80,123 substances.
Compliance Obligations
The listed substances will subsequently be listed in the Eurasia REACH existing substance inventory, meaning that no new substance notification is required. However, after the regulation comes into effect, obligations such as product registration or license registration still need to be fulfilled.
Unlisted substances are considered new substances and may be subject to the new substance notification obligation under Eurasia REACH. As the list contains substance groups, comprehensive search is required to verify the regulatory status of the substance.
