High Volume Chemicals (HVCs) refer to chemicals and chemical substances that are already in commerce and are manufactured, imported or used in the Philippines in quantity equal to or more than 500 Metric Tons (MT) per year. These chemicals are considered to pose higher potential for human and environmental exposure due to their large volumes. The HVC List is published as Appendix 1 of the EMB MC 2017-010 Guidelines in the Implementation of Global Harmonized System (GHS) Classification and Labeling Requirements for HVCs, detailing specific chemical names, IUPAC names and CAS numbers.
Compliance Obligations
All chemicals listed on the HVC List shall be properly labelled and shall have SDS complying with the requirements of GHS as stipulated in DAO 2015-09 through their entire life cycle. Importers shall require suppliers to submit GHS-compliant SDS and to properly label the packages of imported chemicals. Manufacturers shall classify the hazards of the HVCs they produce, prepare SDS and provide transporters, handlers and users with updated SDS, and label chemical substances based on GHS requirements. HVCs waste shall be considered hazardous thus shall comply with the regulations of DAO 2013-22. Additionally, manufacturers, importers, users and distributors shall undertake continuing training on GHS to ensure the proper implementation of the Memorandum Circular.
