The Philippine Inventory of Chemicals and Chemical Substances (PICCS) is a comprehensive list of all existing chemicals and chemical substances used, imported, distributed, processed, manufactured, stored, exported, treated, or transported in the Philippines. The PICCS was first published by DENR-EMB in 1995 and subsequently updated in 2000, 2002, 2005, 2008, 2011, 2013, 2015, 2017, 2020, 2021 and 2025.
Compliance Obligations
Chemicals listed on PICCS can be manufactured or imported without prior notification to the DENR-EMB, provided they are not on the Priority Chemical List (PCL) or not subject to a Chemical Control Orders (CCOs).
Any chemical not on the PICCS is considered a "new chemical" and must undergo a Pre-Manufacture and Pre-Importation Notification (PMPIN) process before it can be introduced into the Philippine market. However, if the annual manufacture/import quantity of the new chemical is less than 1 ton, it can be exempted from PMPIN by submitting a Small Quantity Importation (SQI) application. In cases that qualify for polymer exemption, submitting a polymer exemption application can also exempt the PMPIN requirement.
PICCS contains some substances that are claimed confidential. Therefore, it doesn't mean a substance is not listed on PICCS if no match is found through the online search. It is recommended to apply for an official comprehensive search to verify the regulatory status of the substance. If the substance is verified as not on the PICCS, it shall be regarded as a new substance subject to Pre-Manufacture and Pre-Importation Notification (PMPIN) not sooner than 180 days and not later than 90 days prior to manufacture or import.
