The Philippine Priority Chemical List (PCL) is a list of hazardous chemicals that DENR-EMB has determined to potentially pose unreasonable risk to public health, workplace, and the environment. They are designated based on their toxicity, persistence, bioaccumulation potential, as well as potential exposure information and production and usage quantities.
Compliance Obligations
Manufacturers, importers, distributors and users of the regulated PCL chemicals are required to secure the PCL Compliance Certificate in advance and submit an annual report by January 31 each subsequent year. Mixtures containing PCL chemicals at a concentration of equal or less than 1% can apply for PCL Exemption.
For chemicals marked as subject to Chemical Control Orders (CCOs), they are no longer subject to PCL control and must comply with corresponding CCO requirements, such as registration and submission of import clearance.
As the list contains substance groups, comprehensive search is required to verify the regulatory status of the substance. If the substance is verified as not in this list after further queries, it is not subject to PCL requirements.
