The Thailand Hazardous Substances List is a crucial inventory under the Hazardous Substances Act, comprising six annexes. Management is coordinated by different agencies based on the hazards and intended uses of the substances: the Department of Agriculture (Annexes 1.1, 1.2), the Department of Fisheries (Annexes 2.1-2.3), the Department of Livestock Development (Annexes 3.1, 3.2), the Food and Drug Administration (Annexes 4.1-4.3), the Department of Industrial Works (Annexes 5.1-5.6), and the Department of Energy and Trade (Annex 6).
Thailand's Ministry of Industry (MOI) published a comprehensive list of hazardous substances in 2013, consolidating and revising over ten hazardous substance control notices issued between 1995 and 2012. Since its initial release, this list has undergone multiple partial revisions and supplements. The latest revision and supplement notice was published on July 7, 2025.
The List specifies the names of hazardous substances, their CAS numbers, hazard types, and control conditions. For certain substances, the inventory details control conditions including restricted/permitted uses, concentration limits, and exemption criteria. It is important to note that depending on their intended use, the same substance may be listed under multiple annexes within the inventory, subject to joint or coordinated oversight by several regulatory bodies.
Compliance Obligations
Substances in the List are subject to compliance obligations based on their hazard type:
Type 1 Hazardous Substances: Production, import, export, or possession requires notification of relevant information and a registration number.
Type 2 Hazardous Substances: Production, import, export, or possession requires prior notification; production and import require prior registration of hazardous substances.
Type 3 Hazardous Substances: Production, import, export, or possession requires a permit; production and import require prior registration of hazardous substances.
Type 4 Hazardous Substances: Production, import, export, or possession is prohibited, except for use as scientific research standards.
Not listed in the Annexes 1, 2, 3, 4, 5.1~5.5, and 6 of the List, if they meet both the following two conditions, they are subject to report required informtion to the Thai DIW:
1) The substance contains any hazard listed in Annex 5.6 (i.e., explosive, flammable, oxidizing and peroxidation-promoting, toxic, mutagenic, corrosive, irritant, carcinogenic, reproductive toxicity, environmental hazard).
2) The cumulative annual production/import tonnage of this substance reaches 1 ton for the first time (calculation period: January 1 to December 31).
