National Inventory of Chemical Substances of Mexico (INSQ)

The Mexican National Inventory of Chemical Substances (INSQ) (2021) is a public reference tool for chemical substance identification, harmonized nomenclature, and the generation of statistical and geographic information. The CNSQ includes chemical substances and mixtures that were produced or imported in Mexico during 2020 and prior years. It mainly helps identify chemical substances produced in, imported into, or in commerce in Mexico, and supports chemical risk assessment, risk communication and related management measures.

Listed substance: the substance has been incorporated into Mexico’s chemical substance identification, nomenclature harmonization, statistical and risk-management support tool. Such inclusion does not, by itself, constitute market authorization, completion of registration, a COA reporting obligation or a customs declaration obligation. Companies should separately assess applicable obligations based on the specific use, facility type, emissions or transfers, hazardous properties, SDS/GHS requirements, transport rules and import/export requirements.

Not listed substance: Absence from the INSQ should not be interpreted as a prohibition on manufacture, import or sale, nor as automatically triggering new chemical registration procedure. Companies should assess applicable Mexican chemical, environmental, occupational safety, hazardous waste, transport, emissions and import/export requirements to determine whether permits, reporting, labeling, SDS, restrictions or COA-related obligations apply.
