Controlled hazardous substances in Singapore refer to those listed in Part I of the Second Schedule to the Environmental Protection and Management Act (EPMA). Singapore's National Environment Agency (NEA) regulates activities involving the production, import, export, transportation, sale, storage, use, and disposal of controlled hazardous substances pursuant to Part 7 of the EPMA, the Environmental Protection and Management (Hazardous Substances) Regulations, and the Environmental Protection and Management (Ozone-Depleting Substances) Regulations.
This list details information on controlled hazardous substances and their exclusions (if any), such as concentration thresholds and exempted uses.
Compliance Obligations
Under the Environmental Protection and Management Act (EPMA), activities involving controlled hazardous substances in Singapore require the following compliance:
- Any person intended to import, export, manufacture, sell, store, and/or use any hazardous substance must obtain an HS Licence issued by the Singapore's National Environment Agency (NEA).
- Any person intended to purchase, store, and/or use any hazardous substance must obtain an HS Permit issued by the NEA.
- Any person intended to transport hazardous substances exceeding the transport quantity limits specified in the Environmental Protection and Management (Hazardous Substances) Regulations must obtain HS Transport Approval issued by the NEA. (Prerequisite: The enterprise must hold a valid HS Licence.)
Note: The above control measures do not apply if the hazardous substance:
- Is contained in any substance, preparation, or product specified in Part II (General Exemptions) of Appendix II to the EPMA; or
- Meets the corresponding exemption criteria in Column 2 (Exclusions) of Part I of Appendix II to the EPMA.
