The controlled ozone depleting substances (ODS) in Singapore refer to those listed in the Schedule to the Envrionment Protection and Management (Ozone-Depleting Substances) Regulations and ODS listed in Part I of the Second Schedule to the Environmental Protection and Management Act (EPMA). ODS meeting the following conditions are exempt from the conttrol:
1) ODS contained in any product specified in the second column (Exclusions) of Part I of the Second Schedule to the EPMA corresponding to ODS.
2) ODS contained in any substance, preparation or product specified in Part II of the Second Schedule to the EPMA.
This list includes four annexes (Annexes A, B, C and E), correspond to Annexes A, B, C and E, respectively, to the Montreal Protocol.
Compliance Obligations
Substances listed in the Controlled Ozone Depleting Substances in Singapore are also hazardous substances regulated under the Environment Protection and Management Act (EPMA). Their import, export and sale require a HS License. Export permit or approval shall be obtained from the exporting country.
Notablu, pursuant to Section 3 of the Environmental Protection and Management (Ozone Depleting Substances) Regulations, in Singapore:
- Controlled ozone-depleting substances listed in Annex A shall not be imported into Singapore from, or exported from Singapore to, any country that is not a Party to the Montreal Protocol.
- Controlled ozone-depleting substances listed in Annex B shall not be imported into Singapore from, or exported from Singapore to, any country that has not ratified, accepted, or approved the London Amendment.
-  Controlled ozone-depleting substances listed in Annex C under the sub-heading “Group II” shall not be imported into Singapore from, or exported from Singapore to, any country that has not ratified, accepted, or approved the Copenhagen Amendment.
- Controlled ozone-depleting substances listed in Annex E shall not be imported into Singapore from, or exported from Singapore to, any country that has not ratified, accepted, or approved the Copenhagen Amendment.
