The List of Basic Chemicals in Key Industrial Sector appears in Annex I of Vietnam Government Decree No. 24/2026/ND-CP. This list includes 39 chemicals that are fundamental to the chemical industry, such as acetic acid, ammonia, benzene, ethanol, and various industrial gases and acids.

The listed substance needs to comply with the general requirements for production, trade, import and export, storage, and use under the Law on Chemicals and its relevant decrees. This includes submitting import and export declarations and fulfilling obligations such as classification, labeling, and safety data sheet (SDS) preparation.
