List of Chemicals which Require Elaboration of Chemical Prevention and Response Plans and Maintenance of Safety Distances

The List of Chemicals which Require Elaboration of Chemical Prevention and Response Plans and Maintenance of Safety Distances is specified in Annex IV of Vietnam Government Decree No. 24/2026/ND‑CP. These are highly hazardous chemicals for which companies must develop prevention measures and submit plans for approval. This list is consist of Schedule A and B, where Schedule A lists 271 substances with corresponding CAS number and threshold quantities (in kg). Schedule B lists hazard classifications and corresponding threshold quantities (in kg). This list only contains Schedule A.

Businesses handling listed substance exceeding the specified threshold quantities should have a chemical accident prevention and response plan and requires obtaining an emergency response plan permit.
