List of Chemicals Requiring Special Control

The List of Chemicals Requiring Special Control comprises chemicals listed in Appendix III of Vietnam's Decree No. 24/2026/ND-CP that pose a high risk to humans and the environment and fall under international conventions or agreements to which Vietnam is a signatory. The list is ​​divided into Group I and Group II. Group I consists of industrial precursors (Category A), substances listed in the Chemical Weapons Convention (Category B), and other substances (Category C). Group II consists of industrial precursors (Category A), substances listed in the Chemical Weapons Convention (Category B), and substances listed in the International Chemicals Convention (Category C).
The list includes 241chemicals and any mixture containing at least one of the following components above specific thresholds:
1. A Group I substance with a concentration > 1% by mass.
2. A Group 2 substance subject to the Chemical Weapons Convention (CWC) or other international conventions, with a concentration > 1% by mass.
3. An industrial precursor classified under Group 2, with a concentration > 5% by mass.
Any production, trade, import or export activities involving these substances/mixtures must obtain a dedicated license.

The production, trade, import/export of listed substances/mixtures requires obtaining the corresponding license from the Ministry of Industry and Trade before production, trade, import/export.
