The Authorisation List (Annex XIV of the EU REACH Regulation) comprises Substances of Very High Concern (SVHC) targeted for phase-out. Its primary objective is to ensure that these high-risk substances are only used when their risks are adequately controlled or when their socio-economic benefits outweigh the risks and no suitable alternatives exist. Iinclusion in the Authorisation List implies a general prohibition on use, with exceptions granted only through a specific authorization process by the European Commission, aiming ultimately for full substitution.
Compliance Obligations
For substances included in the Authorisation List (whether on their own, in mixtures, or in articles), manufacturing, placing on the market, or use within the EU is prohibited after the specified "Sunset Date" unless an authorization has been granted by the European Commission or the use falls within a reviewed exemption period. Companies wishing to continue using such substances must submit an application to ECHA demonstrating either adequate risk control or that the socio-economic benefits outweigh the risks due to the lack of suitable alternatives.
