The Vietnam National Chemical Inventory (NCI) is a comprehensive list of existing chemical substances to strengthen the management of chemicals produced, imported, and used within Vietnam. The compilation of this inventory began in 2012, with the primary goal of distinguishing between "existing chemical substances" and "new chemical substances" to implement a classified management system. It is currenly still in its draft status and the substance nomination window has been closed. The final version of the NCI is anticipated to be officially released before 2028. The current draft already encompassing over 40,000 substances.
Compliance Obligations
Substances listed in NCI are not required for registration. It must comply with other requirements, such as the requirements of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) as implemented in Vietnam. A Safety Data Sheet (SDS) in the Vietnamese language must be provided.
Chemicals not listed in NCI are considered new substances and must be fully registered before production or import. If the new chemical is already listed on at least two of the recognized foreign inventories: European Chemicals Agency (ECHA), U.S. Environmental Protection Agency (EPA) TSCA, and Japan Ministry of Economy, Trade and Industry (METI) ENCS, it can ba applied for simplified registration.
