The Quantitative Criteria for the Use of Hazardous Chemicals (2013 Edition), issued on April 19, 2013, serves as the primary basis for determining whether enterprises handling hazardous chemicals require a Hazardous Chemicals Safety Use Permit.
Pursuant to Article 29 of the Regulations on the Safety Management of Hazardous Chemicals, chemical enterprises (excluding hazardous chemical manufacturers) that use hazardous chemicals in production and reach the specified usage thresholds shall obtain a Hazardous Chemicals Safety Use Permit in accordance with these regulations.
The Quantitative Criteria for the Use of Hazardous Chemicals (2013 Edition) covers 75 hazardous chemicals, listing their names, aliases, minimum annual intended use quantity (t/y), and CAS numbers. The quantity of hazardous chemicals requiring a safety permit is determined by the greater value between the enterprise's minimum annual intended use quantity and its actual use quantity.
Compliance Obligations
Hazardous chemicals listed in the Quantitative Criteria for the Use of Hazardous Chemicals may apply for a Hazardous Chemicals Safety Use Permit if the using enterprise meets the following conditions:
1. Chemical enterprises included in the Catalogue of Industries Subject to Safety Use Licensing for Hazardous Chemicals
2. Chemical enterprises using listed hazardous chemicals in production where the use quantity reaches the specified quantity
