List of Toxic and Hazardous Water Pollutants (Second batch)

The List of Toxic and Hazardous Water Pollutants was compiled and released in accordance with Article 32 of the Water Pollution Prevention and Control Law of the People's Republic of China, based on the level of harm and impact on public health and the ecological environment. It aims to guide local authorities in strengthening supervision of toxic and hazardous water pollutants, enhancing source control, implementing investigation and monitoring, and playing a positive role in preventing water environmental risks.
Following the principle of monitorable and controllable, upon the 18 chemicals listed in the Inventory of Priority Controlled Chemicals (Second Batch), 11 water pollutants with persistent, bioaccumulative, and toxic properties were selected for inclusion in the List of Toxic and Hazardous Water Pollutants (Second Batch). This inclusion process comprehensively considered factors such as the inherent hazards of the substances, the capacity of aquatic environments to accommodate them, and existing control measures. This initiative aims to further enhance the prevention and control of toxic and hazardous water pollutants.

Enterprises, institutions, and other production and business operators that discharge toxic and hazardous water pollutants in the List shall monitor discharge outlets and surrounding environments, assess environmental risks, investigate environmental safety hazards, disclose information on toxic and hazardous water pollutants, and implement effective measures to prevent environmental risks.
