US EPA - DfE Safer Chemicals Ingredients list (SCIL)

The U.S. Environmental Protection Agency (EPA) "Safer Chemical Ingredients List" (SCIL) includes ingredients evaluated by EPA's Safer Choice program and determined to be safer than traditional chemicals. Chemicals on the list are categorized by functional use. Chemicals are labeled with different colors based on hazard characteristics: green circle (low hazard), green semicircle (expected low hazard, requiring more data), yellow triangle (best in class but still with hazard concerns), gray square (may no longer be acceptable on the list; chemicals listed as gray squares will be removed from the list after one year if sufficient data to confirm safety is not provided). The chemicals on the SCIL are not fixed; chemicals not currently listed that meet the Safer Choice criteria may be added, and listed chemicals may have their status changed or be removed based on new data.

Substance inclusion in the SCIL does not create direct legal obligations. The list is part of a voluntary program designed to help manufacturers identify safer alternatives. Using chemicals from the list does not automatically qualify for recognition or labeling by the EPA or "Safer Choice." Manufacturers must undergo a formal third-party review, meet ingredient and product standards, and establish a partnership with the EPA to qualify for label usage. Additionally, certain chemicals on the list may not be authorized for uses under regulations such as the Toxic Substances Control Act (TSCA) or the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). Individuals considering such uses must conduct investigations to confirm compliance.
